In your conversations mention that there is GASOLINE SHRINKGAGE. Asking you to fill out forms to prove it would be a further burden imposed on small businesses and that your time is precious serving customers. That's your job and not filling out forms to prove what is evident to everyone in the business. Apparently some of the people on the committee were in the business at one time, understand the problem and are quite sympathetic.
